More like that the higher ups are manufacturing illegal drugs and being abusive as fuck (source: the fucking original CG, anything in the CG not contradicted likely exists in the all ages version).

The structure is there, it's just fucked up and abusive from the top down.

I think the reason this got axed was due to Yamada just fading away from relevance. However he and Aizawa are key in the ending of the original.
