Did Selia always have flower tattoos on her right leg, or is that part of her magic outfit/transformation?

So, in that universe, Demon King is a good guy and Saintess is bad guy. Got it!

It's part of her transformation. It's the kind of story where we can see her skin in detail a lot, and she never had tattoos before.
So, in that universe, Demon King is a good guy and Saintess is bad guy. Got it!
We aren't sure what exactly the past conflict was like. But Demon Kings were working for a rebel Goddess who was planning to change the world. While Heroes (stereotypical Saints, Sages and others) were fighting against them.
It appears that the past conflict has claimed the lives of all the gods. Because killing just one god in the backstory (as in Seirei Tsukai no Kenbu, the author's previous work) is not enough.

We are not sure how that world became the world they have now. But heroes and monsters of the past are getting reborn as Voids, which the people of the present have to fight.
The mystery of what is really happening is the main intrigue of this story, while the main content is magical battles against Voids.

Umm I'm a little lost in the chapter? Is it only me?
This chapter is about MC finding his resolve to fight. The Goddess that was summoned, is the Goddess that MC served in the past. But she is not herself, perhaps due to being a Void. Or due to being summoned into Saintess's body.
In the last chapter, MC got hit by a strong attack and knocked out. So in this chapter, he's suffering from flashbacks to his time with the Goddess.
In the meantime, the female lead and her three undead guardians have to defend him.

So, basically Heroes going crazy (or corrupted), but Demon King still sane. Still, what an upside-down world.

I read the WN (granted, forever ago) and I'm still like... "Huh?"

Its been too long and the plot is too dumb
If you've read Blade Dance( which is from the same author), it's basically the same plot setup, pacing, only different character designs/names at this point.
The goddess asking Leon to kill her is literally Restia and Kamito's case.
All that's left after this chapter is for Leon to unload his 'unsealed' MC sword move to beat the boss while incapacitating himself for a day or three, then some harem hijinks to help 'heal' him up.

There's also the original source material, novel, that is also being released in english(now at vol.7) if you're interested in reading past the manga.

I’m a little lost in the manga as a whole
Okay, brief summary of the manga:
Once upon a time, there was a fantasy world. It had every fantasy cliche: sword and sorcery, heroes and demon lords, and epic battles. In the final war, heroes defeated the demon lords, but the battle claimed the lives of all the gods, and untold number of other people.
Now it's all a distant past. The world has developed into a technological world not unlike ours (except with more magitech), until another cliche happened: scary monsters called Void appeared from nowhere, bringing apocalypse. The only way to fight them, is with teenagers armed with greater-than-magic powers called "holy swords" (because stereotypically, the powers manifest as an awesome melee weapon).
People of this world did the only reasonable thing in these circumstances: built mobile fortress-schools dedicated to fighting the Voids. Because everybody knows: teenagers are much stronger when they are schoolgirls.

Then comes our MC. He's got the best parts of it all: he's been a hero and a demon lord, a swordsman and a magic user, he has slain gods and made friends with fantasy people, and finally sealed himself away so that he could take part in the modern events too.
He made a mistake with his sealing spells, and has awoken as a cute little boy instead of a badass lich he used to be. This worked in his favor, as he quickly got himself a harem of teenage schoolgirls (because all teenage girls are shotacons). And a position as a student in the magic fortress-school, which he uses as a cover for his demon lord activities.
What demon lord activities? Well, he plans to take over the world and present it to the goddess he used to serve. Because he believes she will be reincarnated about now. We're given hints that the female lead might be her.
In the meantime, MC fights the voids, because he can't take over the world if the Voids destroy it first. And tries to gather information about both humanity and the voids, because all wars and conquests start with information gathering. It's fun seeing the MC think "I want a ship like that to be a flagship of my fleet. It's many times larger than the ship of doom I used to have".
