Seems like Rona managed to misread something.

Yukata are "festival dresses", so she's right that they are associated with festivals.

But those working in the food stands will usually be wearing "happi coats", to my understanding.

Either way yukata are more 'popular' in fanart and look more 'aesthetically pleasing'/an excuse for the artist to draw cute girls in them regardless of accuracy (b/c i would not think caviar on shaved ice would be appealing even if it was a legit thing in JP)

Yea, she's probably just read in on a lot of comments like "when you think of festivals, you think yukata, right?" and made her own conclusions.
