Look, it's hard trying to reinvent the agricultural revolution when there's a war going around. Plus, technology isn't really just a one-use thing. For example, ammonia is used both as a fertiliser and as a vital compound for explosives. Night vision is quite a lot dependent on eye colour. In countries with strong sunlight you need lots of melanin in your eyes for protection against the sun, so just about everyone have brown eyes. As humans settled further north, mutations that gave an advantage in low light appeared, they were important when there were little to no sunlight in winter.You know... I always had this little nugget of a thought... if people of the past, before electricity was discovered and widespread, how good was their eyesight in darkness?
Obviously, it wouldn't be something like "total visibility in darkness", but with eyes more accustomed to dealing with it, people then would have better night vision than we have now.

I am from Scandinavia and have blue eyes, which lets through the most light, much more than brown eyes. I have excellent night vision and a tiny amount of starlight is enough for me to walk safely on a forest path at night, when almost everyone else would need a flashlight. I have to squint like Clint Eastwood in strong sunlight though.
People with grey or green eyes also have better night vision than the brown-eyed.
In Japan almost all have dark brown eyes, so their night vision will be very poor I'm afraid.
