It's 温い, as in tepid/lackluster/not strict policies/thinking. MTL most probably pick up verb 塗る + い instead, which mean to paint/plaster, and with a few logic hoops, it became slimy.@wigjump My interpretation on the "slimy" part is it's referencing Shizuko's policies, which are more flexible than the rigid Samurai code, and the "nuru" would be how she "wriggles" around her problems instead of facing them head on.
Basically he's calling them slimy bastards for refusing to fight "fair and honorably" as is tradition.

This seems to be Shizuko's endeavour as the ones participating in this battle are mostly her horse guards and vassals, of which Takatora — who's green but have demonstrated talent in civil engineering even irl — is one of them. Of course she'll seek to groom him into becoming a competent and credible general at that.

What better way is there to groom him in these primitive days of pike-and-shot and barely-dispersed military command — let alone to give him a good-enough credit at that?
