I mean, the fact they were attempting to kill the students in the first place indicates an expectation or desire to change it, rather than preparing contingencies for altering the cirucmstances around the vision or rebounding after (say, the vision sees them destroying the capital, they could make plans to evacuate it and surround it with high level forces in order to fulfill the vision while taking advantage of it.)

That said, he probably does have some special aspect here. I just feel like 'gathering the people who turn evil into a place that treats them like shit so you can try and kill them' might have something to do with them turning evil...

Like what do you think happens in the timeline where they're gathered in class D and neglected, then later discover it was because the government was trying to have them all fucking murdered for crimes they hadn't even thought of doing.
I mentioned it in my comment a while ago, but this really is similar to the movie Minority Report. The police had 3 people caged "precogs" which saw into the future to see crimes people were going to do. With that information the police would then arrest the person before they would do it. But occasionally one of 3 precogs would see a different future but the police threw the out because police are going to police. They though they thought. There are a lot more comparisons I could draw, but the movie it mostly about if the future is set or do you have free will.
