The Dean seems to be in support for the Class D kids being treated horribly. I think this test was to make sure Solo wasn't actually good at his job and that the kids had no chance of being better than the other classes.

I guess it should have been obvious from the art style given that there are more attractive boys than girls. Oh well, I still like how cute Miiko is, and the premise is still interesting.

I think his line about class D having fun can still be an indication that he had his hands in the "discriminating class D" policy. Of course it can just be a red herring. But I still wouldn't rule him out as a villain.
