so this likely means yellow couldn't turn yumeko into the 6th divine tool 13 years ago since she was still a kid, but he's planning on turning her soon since she'll soon be fully grown (adult)?

We still don't know why the chosen have the power, for all we know they could have never used their power. The dragon keeper was made based on the TV series and all the known threat on the world was manmade and fairly recent; 13 years ago, the same time as the dragon keeper appears, so at that time all of the chosen(except one) has been turned into dragon tool.

Also, inb4 the ranger suits are people too, maybe they're made from the flayed skin of the chosen and that's why the 5 chiefs can transform into their suits and why red can no longer do it, the original was lost when he got stabed.
