I don't think it's "all the time". We only see the moments, with no timeline or anything. Those chapters may be weeks apart.

So he probably mostly sees her on TV, on magazine covers, or when his friends at school are gushing over idols. When they meet she is recognized on the street, has to hide her face, and does the whole "incognito celebrity" song and dance.

Spoiler: future

They also will have an exchange where she is too embarrassed to admit she likes anyone/him, and he immediately jumps to "oh, I guess there's nothing there after all".

I think it's mostly on her to bridge the gap since it's easier for her to "come down" than for him to "climb up". It doesn't require just a regular amount of teen self-confidence, to ask out a celebrity - childhood friend or otherwise. She is doing a decent job with the "your support makes me the happiest" and such, but that's still too vague for a dumdum teen.
