I wouldn't call that strategic decision, they only decided to not let one of their "less than people" kids achieve something good for the kid (and to much lesser degree for the organization - it's not like they lack skilled kids, they mass produce them anyway) based on 2-3 sentences of another kid painting the first kid as possibly untrustworthy.The dystopian organization that treats its genetically engineered children as something less than people, makes strategic decisions based on 2-3 sentences of a 10-year-old kid. Obviously, guilt over past mistakes is a porwerful motivator for change and self improvements, but I got the impression Growth for their non-human primates is not really a high priority for Family. Also, you know how the famous saying goes, "when all you have are REGIS capsules, everything looks like a nail".
