The dystopian organization that treats its genetically engineered children as something less than people, makes strategic decisions based on 2-3 sentences of a 10-year-old kid. Sounds legit.

I wouldn't call that strategic decision, they only decided to not let one of their "less than people" kids achieve something good for the kid (and to much lesser degree for the organization - it's not like they lack skilled kids, they mass produce them anyway) based on 2-3 sentences of another kid painting the first kid as possibly untrustworthy.

That's pretty much normal for dystopian organizations. They're much more eager to find reason to deny the oppressed something good, even if it would be also good for everyone, rather than have a slightest risk of disobedience. Look at USSR or North Korea. It's much easier to get denied something than to get it granted, because dystopian organizations are cruel and have lopsided stick-to-carrot ratio in favor of stick.

but if she (hikari) already was mad with kurumi, why erase her memory? hm.
Guilt can be absolutely crushing. We still don't know the severity of the damage of that fall but we can guess it was pretty bad. Kurumi might have been in a coma for a while, or brain/memory problems may have existed even without the REGIS capsules.

Obviously, guilt over past mistakes is a porwerful motivator for change and self improvements, but I got the impression Growth for their non-human primates is not really a high priority for Family. Also, you know how the famous saying goes, "when all you have are REGIS capsules, everything looks like a nail".

Just to make clear, we're talking about Hikari right?
Makes sense to have Kurumi's memory erased, but Hikari also?(she doesnt remember kurumi)

It's going to be interesting to see what matches up with what Sayaka has told Kurumi, here we see that Kurumi did in fact get into an accident on her birthday before her class could be announced, even if the circumstances were different
