Evidently, she's using Lapin + the Skill-Eater to harvest skills. She says that the plan was to then take all the stolen skills and give them to herself, but something that Philo did made it impossible. And she removed Philo's memory of it prior to the story, presumably to stop Philo from doing it again once she manages to undo it.
I don't THINK that's the case considering she says she's going to give Philo her memories back, thus giving her the memory of how to stop her again back, or maybe she's just overconfident now that she finally decided to reveal herself.

Given how she seems to be motivated by entertainment and just reveling in one power trip after another, she probably intends to give Philo's memories back right after the point where it's too late to stop her.

It's literally how the manga has been released since its inception, in fact a lot of online manga does that. If I had to guess it's for monetization reasons by the publisher, but it does give the mangaka more time if they want to flesh something out or they find an issue with a page that was released. And before someone asks why we don't wait to release the whole chapter at once, we want to get things out as soon as possible, case we want to read it too.
