So I just realized that the eyes on on the Skill Eater are very similar to the ones on Philo's cursed items like the Bikini Armor and Safety Swimsuit.
Some time before Philo implied that she was the one who makes the items("only the one who made them. can remove the glasses" with regards to the the x-ray specs)
Philo might've made what's covering Lapin, and the cloaked character is her former master who used Philo's creation to capture Lapin.
