it's one of the two:
1) Letters aren't really there, and it's just part of Sefi's imagination, to show how she imagining her spells
2) She can still manipulate magic, but collar preventing the final stage process - activation. Her spells "on hold" aren't activated yet, the whole purpose of it that she construct the entire spell beforehand, leaving only the last process unfinished ("activation") to save time. And if collar blocking exactly that "activation"... well, tough luck for you

Kuon is spelt two different ways on the first page. Furigana in the LN confirms Kuon is correct (not Kuwon).
There’s something entirely wrong on page 6. “Your many years of study” cannot to be correct because a) she’s a baby and b) he just said in the same sentence that she first used magic half a year ago.
