It would seem that he wanted Olivia to join the enemy side so that the two of them could basically kill a lot of people. He sets them up for her with his orders and she mows them down for him. The manga has a really bad translation of his introduction where it's clearly stated in the Light Novel that Olivia is the toy of an other one (Darmès asked if it would be better to not engage with her because she's a toy of one death god, but Xenia retorts with anger that it's not a problem). It also seems that Xenia knows Z (he talks about him as someone that likes observing people).
