IIRC they license series on a per-volume basis, usually just the first two or three to start. Then they see if it sells well in the places they publish. If it's good they grab more volumes, if it's bad then they don't.

Perfectly fine business wise but it does leave a bitter taste when the next volume of a manga you read never comes out.
