Well remember we were told the "Will of the World" is not actually such, and the world's defense mechanisms have actually tried to fight it themselves. It'd be weirder if something like that didn't have some level of predictive ability. But conventionally the hero have always been chosen from the opposing faction, and that somewhat guarantees a clash between the 2. Choosing the leader of a gray faction such as the slave district leader as a hero, however, doesn't. There's no guarantee there will be a clash, at least at first glance.
