It's pretty straightforward: the person that saved Iko and her brother but couldn't save her parents was Shine, that's why she was a candidate to be part of Amalareiks to begin with. It's a bit of a retcon, but not as big as some people seem to be fearing. Shadow is Iko's dark side, basically who she would've become if she had fully transformed in the first chapters.

I wonder at what point in the writing process the retcon tying so much back to Shine came up. Not like I care much, the story became considerably better after this idea started being played around.

Iko already passed out from the smoke when Shine arrived, and Shine's transformation failed after saving Iko & her brother, resulting in her inability to save their parents from the fire. For all Iko knows, it was a brave civillian that saved her brother & her, and there was never a superhero at the scene. Which is why she said what she said back in chapter 4. The one Teru is currently talking to is Shadow, who came from the Amalareik ring and knows things Iko had no way to know.

How the fuck are the raws up to 197 when we're at 99 and it feels so much like we're gearing up for the final arc? Is everything from now just 98 chapters of drawn out 1-on-1 battles with interspersed flashback backstory?

The arc that's starting now ends on chapter 177. There are multiple major fights, not all of them are 1-on-1 and there's some storytelling outside of the fights too.
