The author of Tome is right, the book is bound to fall into somebody's hands anyway so it's better to make the knowledge within it discernible for people who will use it for evil and such but just enough for people with good intentions to identify what's good and wrong.

I bet that golem was there to redirect the focus of the people long enough to create the illusion of a book of technological advancement to a treasure of war.
