think it this way.
she's a goddess, meaning she's holy. to meet a holy/divine being, you must be pure hearted and doing good deeds.
original Jelly was evil beyond saving, the goddess can't intervee as she's too corrupt to interact with her. remember, original Jelly has low aptitude with holy magic and heal because she's evil. while Slime Jelly, aside from being air head she's actually doing many good deeds and helped others. i mean even it took this long for the goddess to appear to her meaning it took long of her goodness to be sufficient to make the goddess interact with her.
