Maybe the reason why Mother is not moving or doing anything is that she's waiting for our Kumo to destroy the seal that is on the gate... Maybe there's a powerful spell there that keeps the monster at bay and protects the surface from the dungeon and ours Kumo was just a tool to destroy it. IDK. It's just a theory...

considering how close that city seem to be to the fort guarding the entrance she blew up, i'm guessing they are in quiet a state of panic right now as they most certainly would have seem, heard and felt that explosion, and i have a hard time believing those who live there don't know about that fort and it's function, and something of that kind of function and importance being blown up like nothing could, in that world, only mean that something VERY nasty has just made it's way out of the dungeon.

Mother could escape at any moment from the dungeon but she has a greater purpose down there.

Her mission is to birth more spiders without rest to increase the army of her master, the Demon Lord (aka Kumo's Grandmother). But that's only a secondary objective, the main one is to protect the last chamber of the Elroe Great Labyrinth where the System Core is located.

Also it isn't like she's really needed out there. There're other 4 or 5 Queens in the world.
