@HaikenEdge can't the MC actually tell the gate level by measuring it's energy himself though? it'd make more sense if he was the cause and not the Association doing weird fuckery since they (at this point) already know he's S class don't they?

Gate rank calculated by total energy gushed out from gate, it isn't reference to average power of monsters in dungeon but total power of entire dungeon, so if there are few being in dungeon then it's power would be stronger than a dungeon in same rank with more being inside
with that reason MC could only feel magic power equal to A rank from dungeon but he can't determine it's inside

No point keeping MC secret at this point. MC reevaluation is happening the next day, and his S-rank result has to be made public after reevaluation.

Hunter Association is there to regulate Hunters, and they even take on low-level low-profit leftover dungeons that no guild wants to avoid dungeon breaks and keep civilians safe. So it's obvious that their priority is to keep the country safe.
Thinning out the guilds forces also means thinning out Korea's hunters capability in taking care of dungeons, which will result in more dungeon breaks and put civilians in danger. So no, they are not purposefully rating gates lower than they are. Additionally, our MC, Jinwoo, with his high sense stats, also cross-checked and confirmed that the rating is correct. You'll find out why the rating was lower than it should be in the next chapter.
And to those who say that it is because there are less beings in the dungeon so the power are concentrated in several powerful monsters
you are not completely wrong as seen in other cases like Jinwoo's dad dungeon - but the case this time is a little bit special. The author drops quite a bit of hints already.
