The inn costs only slightly more than a single pint of beer. That's way out of whack. Even if we figure that the author was rather lazily converting yen into gold for that 700 gp drink, that puts the price of a night's stay at only ten bucks or so. I'm pretty sure you wouldn't be able to find a hotel that cheap anywhere in Japan for nearly a century.
