‘Daisuki!’ means ‘I love you so much’. The final っ!adds emphasis, conveying emotion.
Also, notice the body language—the main character is saying this while hugging her. He's not leaving any space between them.
You're ignoring everything but one or two images and statements and acting like it defines his entire current state. It's been very clear for some time that he loved her from the bottom of his heart, and she loved him just as much. But it's also been very clear that both of them have grown to realize that as they were they were bad for each other. That's the cause of the conflict here. He didn't break up because he didn't love her anymore, or because he was upset or felt betrayed. He broke up because he realized that if they continued their current relationship they'd only end up hurting each other, and so, even though he didn't WANT to break up (he directly says exactly that: she asks if he wants to break up and he says no) he still decides that it's for the best. His feelings are more complicated than just "love or hate" and concerns about staying together or breaking up are MUCH more complicated than that. That's why this isn't a "drastic change", but just a decision he's known he needed to make. Frankly, the whole scene would have been much easier for him if his feelings in the page you showed had changed.
