old heads have this kind of talk all the time. She's ancient old and kinda desperate, the analogy she used with the 1st class mages is a good example. Half of the people come to her wanting for more power will get more powerful(demon-like), but those who wished for something else will exceed her expectations(they get stronger even though they didnt wish for it). If we are not talking about the massive demon spell from a hundred years ago that will destroy the planet, she prolly has a doomer gimmick and a nihilistic viewpoint on the destruction of mankind and magic. She's making a bet on the unpredictable nature of these ordinary no power-seeking people to make a difference, just like her pupil(daughter) betted on the potential of humanity to create a magic-based empire that now aims for her head.
