I don't really think that the authors don't know what they really want to do. I bet 80% that they had planned most of the vital events, including the end of this arc, so the main problem here is how to describe it in the intriguingly yet rationally. So far the manga hasn't got any plot hole or out-of-characters kind of things, so I think the infinite hiatus is just for the anime comming next year.There are many things Serie may be planning, but I don't think she's coming out of it alive either.
I don't think it impossible either that she would do something and die to become a martyr of a new era of magic or something like that, but the hiatus tells me that even the author doesn't know exactly what he wants to do here.
Also the reins remark is going to spawn some unglody fan art.

Sadly that series is deader than Himmel; the author seems more interested now in writing a standard action-fantasy story. And frankly they're not all that good at it.
