They aren't quite nemesis in this runthrough, but rather currently rivals who Allen wants to surpass in terms of strength. Despite getting trashed in the entrance exams Allen sees it as a way to grow stronger and holds no hard feelings towards Weiss for the beating.

because Allen and Weiss are not nemesis, Duke in turn doesn't see Weiss as an enemy either. Duke also doesnt hold any hard feelings towards Weiss for what he did to Allen, unlike Sheryl who at first disliked Weiss for that. Duke and Sheryl are both nobles and knows about the rumors regarding the old Weis, but Duke still befriended him and trains with him because he saw how hard working Weiss actually is and that he wasn't just another entitled noble flaunting their status. Sheryl on the other hand still saw Weiss as a bad person until he saves her from her bad end route. Yes Sheryl is supposed to die to motivate Allen as a Hero, but Weiss stopped that. Sheryl initially misunderstood all of Weiss' warnings as simply him trying to stop her from gaining points, because Weiss didn't tell her she would die instead just telling her to drop out. After Weiss saved her she gains newfound respect for him and warms up to him a bit more but still dislikes the way he does things. No she is not a harem candidate at all
