Well... I think that might be an error due to artistic interpretation of the same scene in the LN (SH LN Vol 12 Chapter 1), since it doesn't specially say whether it was Raphtalia changing her Vassal Katana into a practice sword or her using a separate practice sword.
Though, based on what Ren mentions when recollecting on his spars with Atla (in SH LN Vol 15 Chapter 8)... he indirectly mentions having to lower the power of the hero's weapons when facing her, so I'm on the side of Raphtalia having switched to a weapon form reminiscent of a practice sword.

FYI:
Surprisingly enough, heroes can actually "hit" someone using stuff that would conventionally be called weapons aside from their assigned Legendary Weapon. (very HUGE quotations)
Though it is noted that the hero has to really focus on the fact that he's not actually "attacking" the person with a "weapon" at the person, otherwise it'd be considered as a weapon and trigger the Legendary Weapon's restrictions on using weapons aside from their assigned Legendary Weapon. (in New-Reprise WN Chapter 1094, when Naofumi is trying to practice whipping his slave for the circus shows he'll be performing.)
Hence, it's not exactly feasible when trying to spar against someone... even if it's a mock battle, just the idea of you "attacking" is going to get you shocked by the Legendary Weapon's restrictions.
