I don't know 'bout Japan, but in America comic books hit the racks and shelves a month or two before their cover dates; basically, the issues are pre-dated. That practice began in order to discourage having the issues returned as unsold after less than a month. (But, with retail space treated as at a premium, I don't think that the practice was especially helpful for very long.)
