She's actually one of the most cunning characters. She simply doesn't give a fuck about anyone that is not her liege, her companions or Polydoro.

She might be a horny monkey, but is a really smart and cunning one and quite dangerous if you cross her.

Her family is basically leading the Empire intelligence services, and she was extremely qualified to become the next head , just her behavior made her unsuitable for that role (and was hinted that she acted that way on purpose)
