I'm not familiar with Dhalsim in Street Fighter, but I looked it up to see how this whiff punish works. It led me to a site that showed Dhalsim's hitboxes when attacking in Street Fighter 6. Normally, the hitbox is centered at the character as a green box or rectangle. Dhalsim, being the extensively stretchy man he is, is unique in that his hitbox also stretches. So, the whiff punish now makes sense.
