Not sure it's the one your talking about, but Boukensha License o Hakudatsu Sareta Ossan Dakedo, Manamusume ga Dekita no de Nonbiri Jinsei o Oka Suru comes to mind.

It's got a official release so i'm not sure how much it would be updated here, but you can find it easily if you look for it.

She didn't use offensive magic, he even explained that. She casted defensive magic and through synchronizing with him give it offensive capabilities. And that's not exactly far-fetched. Even if it's just as a shield, a strong enough wind will still rip things apart.

The ribbon is the medium that allows them to sync; he still has to actively sync with her, is what I got from that page.
