They also don't really know what's going on, eg Is it really the hero? Is the hero being mind controlled? Will the dragon go on a rampage and eat everyone after it takes out its target? What if you offend the dragon somehow, like by implying it's too weak to resolve the situation on its own, looking at its scales the wrong way, or whatever it is that offends monsters, and it decides to kill you along with the hero? The ambiguity means everyone except team dragon should be focusing on running away or evacuating citizens.

There may be some higher level people on the way, but whatever random guardsman who's nearby isn't going to get involved.
