Well, the guards were just doing their job; he didn't call specific guards after all. The violence they exhibited might be an accepted response in this story's setting. Unless they did their job incorrectly, there's little reason to punish them.

That's why I was focusing only on the one that beat Joe down. If the laws there say the guard was justified, oh well (if he has any morals and sense of justice at all he'll probably have a bad time anyway knowing he brutally attacked an innocent man to defend a criminal). The force used on an unarmed person seemed quite excessive to me, though.
