This is a bit forced, yeah. Even if the manager thinks it's just a crazy person, there's no reason to risk someone getting hurt. He wants to avoid an evacuation to make the situation look less serious, but surely an unnecessary evacuation looks better than even a small injury to a customer. I wonder if someone (not necessarily the manager, but someone pulling his strings) actually wants the collapse to kill everyone.
