LOL given how 'strict' uniform type of schools are , i'm surprised there wouldn't be a school issued skirt, unless she rolled it up/modified it herself or was just taller than average versus "you can buy your own skirt for school as long as it's x length and y pattern" (i do wear flowy dresses but i think i would've preferred to wear the male bottoms if i had to go to this kinda school. if not just wear full on leggings/tights underneath)

As I understand it HS students are expected to buy their own uniforms that are made to the school's published specifications. There may be recommended stores or wholesalers, or you could get them made elsewhere (even homemade if they strictly meet the specs). Girls who want shorter skirts would get them made to the minimum and then roll them at the waistband.

Akebi-chan no Sailor-fuku is about a MS girl whose alumni mother made her uniform which was out of date (unknown to them until the opening ceremony where everyone else wore blazers) but still met the old never-withdrawn specifications so she was allowed to wear it. I watched the anime version which was good but slow (it is a slice of life after all).
