Politics. This Capella problem is clearly above paygrade. Why not report to a superior to either shirk of responsibility. Or, bare minimum, ask how to handle the situation since her superiors would have a better grasp on things.

Disregarding her super powers, birdy acts and reacts like a street cop, runs after mooks, have no idea the powers beyond (space government) works.

Earlier in the story, we had the excuse her superiors were far far away and not easy to get in touch with. The superiors are now in Earth, no more excuses to act solo and on instinct right? ( Birdy does almost everything on instinct and zero planning)

Birdy is just a modified human and she shouldn't trust her superiors given the backstory we just got from the manga.
anyway all the "aliens" are untrusworthy to some extent and the guys on top are the worst.
