I thought of this before but2. the reason might be how his ability works / limitations of his ability: like maybe he can only use the face of people who died recently, or maybe he can access memories of the person he has the face of and gerhard's military experience and familiarity with Ryuka is valuable.
there are many possibilities for this:
1. religious reasons (like eunuchs always cover their faces in public)
2. the tall helmet is magical- it's already noted that the helmet being that tall is inconvenient
3. so he can have a fake stand-in for better protection against possible assassins
4. some of his subordinates / army might not know about his appearance / ability and Pople might not trust them with this info

I don’t think this story would be so shallow. There simply MUST be a reason if it’s revealed like that as cliffhanger to another chapter.
I repeat: 'military experience', not just 'knowledge', Pope probably knows a lot more overall, but Gerhart probably has experience with wars in other parts of the world - like mercenaries might travel a bit looking for work.

not really overfocusing, adding Ryuka clearly broadened his strategies so learning more about a powerful new piece of his (who also isn't really loyal) is probably a good ideahe was strategising way before knowing of the existence of Ryuka. Overfocusing on MC, makes it a poor story. Like worldbuilding, if everything happens too conveniently it’s not interesting.
