My impression is the king wanted to directly control the magic sword to strengthen his own power base and reduce his reliance on a 3rd party wielder like the female knight.

However the sword's wielder can't just be anyone.

Therefore he wants to use MC as his "loyal knight", binding her to him via marriage. This oracle "empress" has been advising him to take those measures.
