I think my previous comment might have been misunderstood. It's not that the kids would be in danger of getting kidnapped or anything, it's just that they are in the middle of a school trip, at a place the kids are totally unfamiliar with, left by themselves like this they have a high chance of simply getting lost. (My fifth grader self would certainly have had trouble at least.)

@Glenng unfortunately their crime rate and safety index only reflects their officially reported crime stats; Japan is quite notorious for simply not bothering to investigate or convict for crimes committed in the lower social casts such as the Burakumin. Plus they were clearly close to a shopping mall (that's what they took the detour through) and that means there would be a police box nearby. They'd be able to find a trustworthy adult to ask for help if they got lost. (Shopkeeper or police officer.) It's understandable he'd stay with the main group of kids in that situation.

Japan really does think differently about these things, and children are expected to learn independence from quite a young age. And children really can handle a lot more independence than we give them in the west. Here's just one video documentary about it. Search for Japan's independent kids and you'll find plenty more as well as written articles.
