Would blackmail work when the other side is willing to kill? It's possible this judge knows that if he doesn't do what he is told he will end up dead, how vulnerable would he be to blackmail then?
One thing I've liked is that the series has shown that Scarlet has her good qualities while not really trying to portray her as some kind of actually kind noble saint. She's not an evil person and she has a soft spot for Connie but she's still a massive bitch with a large ego who sees herself as being better than most everyone else. But she's never condemned for that and it's shown that her ruthlessness and cattiness is as important as Connie's earnestness.
I feel like most other series would just have Connie's way win out totally to fully transform Scarlet instead of allowing both of them to be a pair whose opposing natures balances things and makes them an effective team.

Indeed! One of this series best qualities is how Connie's earnestness and kindness melted Scarlet's walls, but didn't magically made her into some reformed bad girl, she's still harsh and frankly a bitch. Connie has also changed because of Scarlet is easy to miss because is not flashy as everything happening around them.
