I feel like that was a mistake on the author's part.
Sorta like if you put a Yu-Gi-Oh protagonist in a world where people didn't use card games to solve everything. Like yeah, it makes sense that that guy won't agree to duel Yugi for the fate of the world but also that's like the one thing Yugi can do, if that doesn't work then he would seem really foolish if he kept trying to confront villains with no back up.
Feel like Connie would work a lot better as a character if the sorta otherworldliness that happened when she confronted that girl at the ball was expanded on and her words did have some kinda effect so she wouldn't have to be bailed out all the time.
