Idaten are formed from thoughts/wishes, and as shown by the nun Gil, when enough prayers have gathered the newborn idaten may take the form of the human with the greatest influence/will upon it. In Ysley's case, he was born with the appearance of a mad scientist from the 3E Project, and with an insatiable curiosity as his driving principle, reflecting said man's desperate desire to "know" as he died.

However, unlike Gil, Ysley took over a century to coalesce after his original's death, so he remembers nothing of his previous life as a human.

Remember the demons were thought dead then at the beginning of the anime they saw the mad doctor had created an empire run by the demons. basically what they are hinting at is that the "Parents" (Brandy and co) were the children he saved then and took over the evil org that were trying to revive the demons.
It was actually on my mind before they revealed it, if the demon king is just in the web how was he able to get a body and spear head the demons revival
