No exactly, They try to explain it a little further back (I don't remember which chapter exactly), what the implant does for Kanon is make the noises louder, but it doesn't make them clear or filter out the surrounding noise like you would with your own ears. So in very loud or crowded environments it's like having a perpetual static surrounding the sound... So she probably can heart parts and pieces but not everything and definitely not enough to actually catch the way Saki was playing.
Of course, It depends a lot on the type of deafness every person have, how effective or ineffective the implants will be so this isn't necessary the case for everyone.
