Some minor errors if you find the time to update them:

There's a few grammatical errors on p. 4 in the sentence "if in the unfortunate case the empire ended up fighting on multiple fronts, there's no guarantee that the urban combat won't ended up in Stalingrad."

The first is that "if in the case" is a tautology, it should be either be "if" or "in the case".

[li]The second is the conjugation of "end up", since we're talking about a possibility you would add a modal verb, ended up would therefore become "would end up" on the first count, and "wouldn't end up" the second. [/li]

as dumb as it is to kill civilians, they do have a point with that loophole, if that loophole (which exists irl too) wasnt there, then war could never happen, because the defender can just strap a bunch of civilians to themselves and legally never be attacked, so there needs to be some loopholes for war to actually progress beyond endless slaughter in the fields, the war has to end at some point, and if a loophole to allow killing *some* civilians to end the war exists, it should be taken, so that more people dont die in the war
look at this chapter here, the republic CLEARLY are using the citizens as human shields, so the citizens should be angry at the republic after the war, sadly, citizens never look that deep and will assume the empire is evil when in reality their hands were tied.... tied by the republic themselves no less
kind of the reason america nuked 2 large civilian cities.... the reason they did that wasnt to be evil dicks, but rather that the other option was a full scale invasion of japan, which was estimated to have almost double the number of deaths, so they took their chances at nuking 2 civilian cities in order to get a surrender so less people will die in the invasion

Arene region in this world is a pretty straightforward parody ofElsaß-Lothringen Alsace-Lorraine, a historical cultural crisis-prone hotspot on the border between Germany and France. Both nations fought a lot of wars to claim it, which at the beginning of the 20th century ended up in a kinda strange state, which nationality-wise was partially German, partially French (there were more French people though). As an aside, the region is so famous and important, that in Victoria II you must reclaim it from France as Prussia to form Germany.
The Arene city itself, then, I'd assume to be a Strasbourg counterpart, since it's the region's capital. The Maginot Line was located, obviously, in this region too.

@Nari people give Israel tons of hate because they kill civilians in Palestine, but what those people conveniently forget is that PLA and Hamas regularly launch missiles and mortars from schools and hospitals.
The IDF has developed a policy of warning civilians and non-combatants of operations in their area, through pamphlets air dropped, radio broadcasts, television broadcasts, and even calling each home they have numbers for in the area, stating "If you stay, you will be treated as a combatant, evacuate and then come back after OPs are completed."
For Israeli government decided that keeping their conscripted IDF soldiers alive and not risking them to minimize collateral damage, especially after multiple warnings and announcements have been given, overrides whatever international condemnation they may receive.

If anyone didn't know, the Imperial Japanese Army suffered over 60% casualties to starvation and disease during the Guadalcanal Campaign. Only of small portion of soldiers were lost to battle versus Allied forces.
This was due to increasing Allied air superiority, a lack of merchant marine ships, naval asset losses that Japan could not afford to replace, and attrition due to defeats from previous naval battles such as Coral Sea and Midway that led to Japan's logistical line being strangled.
Trivia: at this point in the Pacific Theater of WW2, over 400 of the original 700 IJN naval aviators that had launched the attack on Pearl Harbor were dead. Due to training program deficiencies, Japan was never able to replace their elite, veteran pilots and ended up throwing fresh meat into the grinder, with the increasingly outdated Mitsubishi Zero fighter.
