More like bad phrasing. It should be something like "Being high rank won't make you strong. You can only be high rank if you're strong to begin with.". Granted, the whole sentiment is pretty much a Captain Obvious.

But if someone is high rank because they are strong and as is implied through context someone can not gain a high rank if they are not strong, then being high rank has to mean someone also has to be strong, contradicting the first part.
Basically the first part says that strength is not a requirement for being high rank, the second part says that it is.
My only guess is that the TL also got lost.
