Don't think saying it would have any outcome, it's hardly believable from a stranger without a proof.

From the dad point of view he was sheltering a runaway, which is kinda against the law so acting high and mighty might actually throw him in the jail.

He should have called a social worker at least to oversee the whole thing if not the authorities.
