Most players don't develop their power until middle school so chances are Kei was a weakling back then.

Ryuuka was weak in the Achiga manga because she didn't have this power. This power is a retcon. It was first introduced in the anime adaptation and later Ritz retconed the manga to match the anime. The result is a huge mess, narratively speaking.
