I would say, why it's not MORE popular?
Because in nineteen chapters so far and a year of releases literally nothing happens between the protagonists.
Had negative reactions dropping to my first comment on the subject, decided to give the mango the benefit of the doubt. And it's literally nothing. The protagonists do not meaningfully interact, they do nothing much together, they don't even talk much. "Look, pictures of cats, ain't it cool" is the height of their conscious interaction in nineteen effing chapters.
This slop rated above nine? I seriously don't understand you people.

Yeah, because it's a slice of life romcom.
You are totally free to not like that kind of story, but saying it's objectively bad it's totally a different thing

Even slice of life romcoms are supposed to have daily life events, like the protagonists doing stuff together, maybe traveling, maybe going on dates, giving each other presents, sharing interests, etc. The story is supposed to develop at least somewhat. In this case, there is literally nothing (consider as an example Nekozane being pestered about joining the photo club by that super-annoying busybody senior, Minato's membership didn't mean jack to her until cat pics entered the picture) - the whole manga is an absolute nothingburger except for a sense of vague longing, good art, and cats.

And let's not even get started on the "com" part of the "romcom" - how many jokes have landed for you in nineteen chapters?

Finally, while I agree with you that there's no accounting for taste, failing at the very basic elements of storytelling (such as, you know, having a story and its elements to animate each chapter, or characters in their development) is as close as a work comes to being objectively bad.
