Idk if his online super skill would have it but considering he got a dwarf to make him a bbq grill it can't be that hard to find a tailor to custom sew plushie for him haha

No, because Elrand is an Elf. But yes, he is the only local not part of that kingdom's royal court or the other worlders who know. He is also the only one to be told what a massive power this is in terms of logistics.
